West Africa Coastal Areas Resilience Investment Project 2

The West Africa Coastal Areas Resilience Investment Project 2 (WACA ResIP 2) supports Ghana’s efforts to strengthen the resilience of coastal communities and ecosystems affected by erosion, flooding, pollution, ecosystem degradation and other climate-related pressures.

The Government of Ghana, through the Ministry of Environment, Science and Technology, is implementing the project with financial support from the World Bank.

Project Objective

The project seeks to strengthen the resilience of targeted communities and areas within Ghana’s coastal zone through coordinated policy, institutional, physical, environmental and social interventions.

Priority Project Areas

The project includes targeted interventions within important coastal systems, including:

• Korle Lagoon
• Densu Delta
• Keta Lagoon Complex

Key Areas of Intervention

WACA ResIP 2 supports measures aimed at:

• Coastal erosion and flooding control
• Pollution control
• Ecosystem management and restoration
• Climate-resilient coastal development
• Strengthening national and sub-national coordination
• Improving institutional capacity for coastal management
• Supporting social interventions for affected coastal communities

Project Components

Strengthening Regional Integration

This component strengthens coordination of coastal resilience interventions at regional and national levels, including institutional cooperation, policy harmonisation and strategic partnerships.

Strengthening Policy and Institutional Frameworks

The project supports stronger policy, institutional and coordination frameworks for coastal development, protection and natural resource management.

It also supports capacity development across relevant ministries, agencies and stakeholder institutions.

Strengthening National Physical and Social Investments

This component supports site-specific physical and social investments designed to increase protection from coastal erosion and flooding, improve pollution control and strengthen climate resilience.

Interventions may include green, grey and hybrid infrastructure, wetland and mangrove restoration, beach replenishment, drainage improvements and other ecosystem-based measures.

Project Management and National Coordination

A Project Implementation Unit coordinates the day-to-day implementation of the project under the Ministry, supported by a multi-stakeholder National Steering Committee.

Expected Contribution

WACA ResIP 2 is expected to contribute to improved coastal protection, stronger institutional coordination, better management of coastal ecosystems and greater resilience of communities exposed to environmental and climate-related risks.
