The Ministry was established in response to Agenda 21, the global action plan for sustainable development that emerged from the 1992 United Nations Conference on Environment and Development.

The Ministry of Environment, Science and Technology is the Government institution responsible for providing policy leadership in environmental management, science and technological development.
The Ministry works through its leadership, Directorates, Agencies and other sector institutions to formulate policies, coordinate programmes, provide technical direction and support the application of science and technology to national development.
Its work brings together environmental sustainability, scientific advancement, technological capability and public policy within an integrated national development framework.

The Ministry has undergone a number of institutional changes as Government has realigned responsibility for environment, science and technology over time.
Portfolio realignment
The Ministry of Environment and Science was dissolved, with its science and environment functions reassigned to other Ministries.
Reconstitution
The Ministry was reconstituted, bringing the environment, science and technology functions together again within a single institutional framework.
