Human Resource Management and Development Directorate

The Human Resource Management and Development Directorate develops human resource policies, strategies and programmes to support sector-wide performance.

It ensures that an effective and efficient management framework is maintained to support continuous institutional growth and development within the sector.

Key Units

HR Planning Unit

Initiates strategies and facilitates staff career planning, including deployment, secondments, postings and transfers. The Unit also supports the development of Schemes of Service and analyses skills, competencies and manpower requirements.

Training and Development Unit

Coordinates the development and review of staff training policies, programmes and guidelines. It also collates training needs identified through staff performance appraisal and supports staff development and promotion processes.

Performance Management Unit

Supports the development and implementation of the sector’s performance management system to improve institutional and staff performance.
