The Chief Director is the bureaucratic head responsible for the day-to-day administration of the Ministry, and reports to the Minister. The Chief Director is the chief advisor to the Minister on the policies and other matters related to the sector. The position of Chief Director is governed by sections 20 (1) and (2) of the Civil Service Act, 1993 (PNDC Law 327). According to the Act, the Chief Director shall:
- Provide leadership and guidance for determining policies and objectives within the sector and the implementation of the policies and objectives;
- Co-ordinate work programmes and provide rules, guidelines and procedures to facilitate the achievement of targets set by the Ministry;
- Ensure the effective organization and development of training programmes consistent with sectoral policies and programmes;
- Establish systems for effective inter-ministerial and sectoral collaboration and cooperation to avoid duplication and to achieve harmonisation of programmes;
- Develop systems of effective work-flow and feedback on the activities within the sector; and
- Initiate plans and programmes to activate and accelerate the decentralisation of his sector where required.
The Chief Director carries out her duties and responsibilities with the support of all the Directorates and Units established under the Ministry.
