Policy, Planning, Monitoring & Evaluation (PPME)

This directorate is responsible for the development of comprehensive policies; legislation, plans, programmes and resource flow to the sector. It designs and applies of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the sector to achieve the medium and long-term target of the sector.

The Policy Planning Monitoring and Evaluation Directorate (PPME) is one of the four (4) line directorates identified under the Civil Service Act – 1993( PNDCL 327) for the establishment of a Ministry;
Section 12 of the Act stipulate ; There shall be established in each Ministry as far as may be applicable;
A Planning, Budgeting, Co-ordination, Monitoring and Evaluation Division (F&A, HRM & RSIM) Directorates

Mandate

  • Responsible for the initiation / formulation, review and coordination of policies, programmes and plans on Environment, Science, Technology and Innovation sectors.
  • Design and ensure the application of monitoring and evaluation systems for purposes of assessing the sector’s operational effectiveness.
  • Monitor the targets of policies, programmes and projects in line with the sector’s goals and objectives.

Core Functions

The core functions of the PPMED are to:

  • Study and review all existing government and ministerial policies relating to the Ministry and its Agencies;
  • Educate staff of the Ministry and its Agencies on all government policy documents (GSGDA, Budget Statement, SONA) relating to their operations and activities
  • Establish and compile a three-year rolling development program of all activities of the Ministry and its Agencies; forming the backbone of the medium-term expenditure framework;
  • Prepare and submit Annual Programmes of activities relating to policy and planning of the Ministry and all its Agencies for the ensuing year and associated financial budget with necessary justification;

Units

Policy Planning and Budget Unit
The Policy Planning & Budget Unit is responsible for the initiation/formulation, review and coordination of policies, plans and programmes in the Environment, Science, Technology and Innovation Sector. The unit is also responsible for coordinating the preparation of the budget for the Sector
Monitoring and Evaluation Unit
The Unit is responsible for monitoring and evaluating the implementation of policies, programmes, projects and plans of the Ministry. This directorate is responsible for the development of comprehensive policies; legislation, plans, programmes and resource flow to the sector. It designs and applies of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the sector to achieve the medium and long-term target of the sector.
